Suspend award to Venturepharm to build Malaysia Pavilion

The Star Newspapers reported on page 6 on 5th August, 2009:

“The Malaysian Anti-Corruption Commission (MACC) is investigating several officials from the Tourism Ministry following allegations of irregularities. It is learnt that the MACC was investigating the awarding of contract to a foreign company that did not have the expertise to run a project that is said to be worth more than RM10 mil.

MACC officers would also be sent overseas to collect documents and files pertaining to the awarding of the contract, allegedly made via direct negotiations.

Wangsa Maju MP Wee Choo Keong had in June raised in the Dewan Rakyat several issues concerning the Tourism Ministry. He had alleged that the ministry was involved in irregularities, especially in the awarding of contracts to a company that had no experience in the field.”

THE GLARING COINCIDENCES!

In June 2009 I have questioned the Minister of Science, Technology and Innovations in Parliament with regards to the said ministry granting Technofund worth RM5.36 million to Venturepharm Aisa Sdn Bhd (Venturepharm), which has no experience in research work of any kind, to do research into bio-feed. As a result of the questioning in Parliament, the said Minister has frozen the remaining payment of RM3,095,200-00 to Venturepharm pending investigations.

Venturepharm has entered into a back to back research agreement with a company in USA known as XLW Inc, whose general manger is Mr Ken Yang Keng Chiang. I have forwarded evidence to the said minister and MACC director-general to show that XLW Inc is a questionable company with no research background.

Mr Ken Yang Keng Chiang is also a director of Daley PR & Communication Co Ltd (Daley PR) in China. Madam Grace Chen Oyan Yun Shai (Madam Grace Chen) is also the chairman of Daley PR. Grace Chen is also the director and shareholder of Venturepharm.

the influential Taiwanese who has acquired Malaysian citizenship. She is the Chairman of Daley PR & Communication Co Ltd, China, and director and shareholder of Venturepharm Asia Sdn Bhd.

Mr Ken Yang Keng Chiang,
the managing director of Daley PR & Communication Co Ltd based in Guangzhou, China and also the general manager of XLW Inc, a joint venture partner of Venturepharm Asia Sdn Bhd.

Daro Worldwide Sdn Bhd (Daro), sharing the same registered office as Venturepharm, was also awarded the contract by direct negotiation by Ministry of Tourism to run the Tourism Call Centre. Madam Grace Chen’s son, Mr Chin Fook Kwon is a director and shareholder of Daro. Daro had no experience in operating any call centre of any kind.

After YB Datuk Seri Dr Ng Yen Yen left the Ministry of Tourism and Culture as its Deputy Minister in 2003, her personal assistant, Madam Ivy See also left the ministry and joined Daley PR as a very active director.

Incidentally, Daley PR has been appointed by the Ministry of Tourism to handle all advertising and promotion works in China. I believe that the said ministry must have paid out many millions of Ringgit to Daley PR.

On 10 April 2009 YB Datuk Seri Dr Ng Yen Yen was appointed the Minister of Tourism and soon after her said appointment, she canceled the first tender for the Malaysia Pavilion for Shanghai Expo 2010 and called for a new one. In the first tender, Venturepharm did not take part and in the second tender Venturepharm took part and it was awarded the tender against the other companies which have previous experience in building such pavilions. Again, Venturepharm has no experience whatsoever in the construction business.

MACC should call upon the following persons to help in its investigations into the scam. They are: Madam Grace Chen Oyan Yun Shai, Mr Yap Heng Tun (the owner of the building, Wisma Daro, which houses all the companies connected to Madam Grace Chen Oyan Yun Shai and the Tourism Call Centre), Mr Ken Yang Keng Chiang, Madam Ivy See, Mr Chin Fook Kwon, members of staff of Venturepharm, Daro, Daley PR, XLW Inc and the high ranking officers in the Ministry of Tourism.

In view of the ongoing investigation by MACC into Venturepharm and the Tourism Ministry awarding of contracts to foreign companies, for the sake of the image of the country, YAB Datuk Seri Najib, the PM, should suspend the award of the project to build the Malaysia Pavilion for the Shanghai Expo 2010 to Venturepharm until the completion of the investigation by MACC.
